Business Development Representative Position Summary:
Under the direction of the Chief Marketing Officer, the Business Development Representative supports NorthStar Regional’s growth and community presence by developing and maintaining strong referral and community partnerships, representing the organization at key behavioral health, networking, and community events, and serving as an ambassador for NorthStar Regional’s mission, services, and values. This role builds trusted relationships with referral sources and stakeholders, monitors and evaluates community perception of NorthStar Regional, and gathers insights to inform outreach strategies, strengthen partnerships, and enhance organizational impact while collaborating closely with Admissions, Marketing, and clinical leadership to align community engagement with referral growth and organizational priorities.
Essential Duties and Responsibilities
1. Business Development and Outreach
- Represent NorthStar Regional at conferences, provider meetings, networking events, and SUD related community events.
- Proactively schedule and conduct outreach visits, meetings, and tours with current and prospective referral sources.
- Develop, nurture, and maintain strong relationships with community partners, referral sources, and key stakeholders.
- Serve as ambassador for NorthStar Regional’s programs, services, mission, & values.
- Identify new referral opportunities, partnership prospects, and communicate insights to leadership.
2. Referral Relationship Management & CRM Documentation
- Accurately document outreach activities, referral interactions, and follow-up communications.
- Maintain up-to-date referral source profiles, contact information, and relationship notes.
- Track outreach activity & referral engagement to support reporting, follow-up, and planning.
- Track referral trends, conversion rates, and census performance.
- Identify new market opportunities, underserved populations, and referral gaps.
3. Event Participation & Coordination
- Assist in planning, coordinating, and execution of business development events, including:
- Conferences and tradeshows
- Open houses and community events
- Educational and training sessions
- Support pre-event outreach, on-site engagement, and post-event follow-up with attendees and referral partners.
4. Marketing & Social Media Support
- Capture and provide photos, visuals, and content from outreach activities and events to support marketing and social media efforts.
- Coordinate with the Marketing team to ensure accurate, timely, and brand-aligned promotion across platforms, including Facebook, Instagram, and LinkedIn.
- Share field-based insights to inform outreach messaging and marketing content.
5. Collaboration & Internal Communication
- Work closely with Admissions, Marketing, and clinical leadership to align outreach efforts with program availability, referral needs, and organizational priorities.
- Communicate program updates, service changes, and key information to referral partners.
6. Cultural Competence & Organizational Standards
- Demonstrate cultural sensitivity and competence when engaging with individuals and organizations from diverse backgrounds.

- Maintain professionalism, confidentiality, and ethical standards in all outreach interactions.
7. Additional Responsibilities
- Support special projects, outreach initiatives, and digital tasks as assigned.
- Perform related duties as needed to support the Marketing & Business Development functions.
Qualifications:
Prior experience working with hospitals, counties, or managed care organizations.
Bachelor’s degree in marketing, business, healthcare administration, or related field. Equivalent professional experience may be considered in lieu of degree.
Minimum 3-5 years of healthcare outreach, admissions, business development, or referral management experience.
Strong understanding of levels of care within behavioral health and substance use treatment.
Demonstrated success in relationship-based growth roles and referral development roles.
Excellent communication, presentation, and interpersonal skills.
Valid driver’s license and ability to travel regularly within the state of Minnesota and surrounding areas.
Knowledge of Minnesota DHS licensing and healthcare referral networks.

- Become Medication Administration certified* through NSR in the first month – Administration of medication or assistance with self-medication
- A desire to work other shifts at your location if schedule allows
- Assist in client admission process – including same gender UA’s and simple pat downs when needed
- Preparing rooms for new admits & learning to conduct Room Searches
- Perform routine Cleaning Duties for the shift you are hired for
- Demonstrate good boundaries upon hire and receive guidance for continued growth with boundaries. Observe and report is a critical part of this job.
- Learn and practice basic De-escalation skills

Addiction Recovery Tech Level 2: $18-$20 / hour (experience: 9 months – 18 months)
- Ability to perform and show progress of Level 1 duties consistently and responsibly
Including:
- Continued growth in client care and communication with staff
- Basic Understanding & knowledge of Intake/Admission process
- Crisis Management – Comfortable in following a procedure
- Exhibits Strong Healthy Boundaries/Continued growth in De-escalation techniques

Addiction Recovery Tech Additional duties:
- Communicates any observed Inventory needs
- Open to cross training at other facilities
- Willingness to pick up shifts if needed
Addiction Recovery Tech Level 3: $19-21 (experience: 18+ months)
- Performs all Level 1 & Level 2 duties consistently and mentors others
Including:
- High standard of client care, boundaries, and communication with staff
- Consistently team oriented: Proven willingness to go above & beyond.
- Mentoring of fellow co-workers/Assists in Training others across all shifts if needed.
- Assist in mentoring de-escalation & Crisis Management protocols.
- Good knowledge of Policies & Procedures
Addiction Recovery Tech Additional Duties:
- Able to work in other facilities if needed.
- Learn the scheduling process to back up lead schedule.
- Perform inventory & ordering as needed.
Addiction Recovery Tech Qualifications
- Comply with MN 245G and program policies and procedures.
- Acknowledge understanding of Client Rights, per MN 245G.
- Must be at least 18 years of age.
- Must complete DHS background check and be cleared to work in human service programs.
- Be trained in medication administration or assistance with self-medication via one of the following:
- Successfully completed a medication administration training program for unlicensed personnel through an accredited Minnesota post-secondary educational institution; or
- Be trained according to a formalized training program which is taught by a registered nurse and offered by the license holder
- Have current TB/Mantoux screening
